Ministry asks for Rubber Dam Project irregularities inquiry

Dhaka, June 18 – The Ministry of Agriculture has asked the Bangladesh Agriculture Development Corporation (BADC) to investigate the allegations of corruption against the project director of its Rubber Dam Building Project, which was taken to ensure irrigation facilities for the ultra poor people.Ministry’s Deputy Secretary Morsheda Akhtar on June 10 sent a letter to BADC Chairman for taking necessary action after an investigation following a complaint of the farmers concerned.
The farmers have also submitted the complaint to the Anti-Corruption Commission for taking necessary measures against PD Dhirenda Chandra Debnath after an investigation.
When contacted, BADC Chairman Md. Nasiruzzaman admitted that they have received the letter of the Ministry. They have already started working on the issue. They will investigate the allegation and take necessary action against the officer, he added.
According to the letter, the government has taken the project to facilitate the ultra poor farmers, so that they can get the facilities of irrigation through the rubber dam project under the BADC.
Being assigned as project director, Dhirendra started taking bribes from the poor farmers. At the same time, he was also withdrawing bills from the project without any work.
According to the allegation of the farmers, the BADC authority has given an allocation of Tk 25 crore for building rubber dam at Borogorjai area under Ramu Upazila in Cox’s Bazar. At the same time, the authority also informed Borogorjai Water Management Cooperative Society President Taher Ali about the matter.
But, the project director had withdrawn the entire fund of allocation without any work. Learning it, the farmers have demanded an investigation of the matter. They have also assaulted the PD Dhirendra and his consultant Manindra Chandra Rudra when they went to the area for a sudden visit.
According to the allegation, the PD had also taken around Tk 3.70 crore from the owners of four contractor farms working to build the rubber dam. Of them, he had taken Tk 7.50 lakh from the owner of MH Properties Md. Liton at a city hotel. He had also given him Tk 2.20 crore more.
When contacted, Dhirenda Chandra Debnath told this correspondent that he is yet to receive any such letter from the BADC under the Agricultural Ministry.
“I have not yet received any letter from the authorities concerned. If I get any letter, I will let you know. I will also take necessary measures if the letter is received. But, I’m sure that I had not committed any mistake or any corruption from the rubber dam building project,” he claimed. – Staff Reporter
