Proper beneficiary selection for safety-net programme stressed’

Speakers at the concluding ceremony of a two-day training course here today stressed for proper selection of beneficiaries and coordination among all concerned to make the social safety-net programmes successful.They said the government’s comprehensive social safety-net programmes have substantially alleviated abject poverty through GO-NGO collaboration and proper coordination with effective management could bring more success.Balia Union Federation with assistance of Thakurgaon unit of RDRS Bangladesh organised the course at Balia union parishad hall room under the ‘Improving Food Security Governance in South & South East Asia through Strengthened Participation of Organisations of Marginalised Farmers Regional Project.’Twelve members, including union chairman, members, union parishad secretary, of Balia Union Parishad Advocacy Affairs Standing Committee on ‘Enhancing Budgetary Allocation for Social Safety-net Programmes’ participated.Thakurgaon District Women Affairs’ Officer Morshed Alam attended the concluding ceremony as the chief guest with Chairman of Balia union parishad Alhaj Afaz Uddin in the chair.District Women Affairs Officer Morshed Alam, Sadar Upazila Social Service Officer Syeda Sultana and District Facilitator of Local Government Strengthening Project Kamrul Hassan conducted the two-day training course as resource persons.Programme Manager (Filed Coordination) of RDRS Bangladesh for Thakurgaon Ziaul Hassan, its Project Manager for the Improving Food Security Governance Project Mahfuz Alam and Agriculture Officer Mahfuzur Rahman addressed the concluding ceremony.In the training course, resource persons discussed about social safety-net programmes, its characteristics, ongoing social safety-net activities in Bangladesh with budgetary allocations and role of the government and related laws for implementation of the programmes.They narrated role of union parishad bodies, standing committees, union parishad chairmen, members and secretaries in the process of implementation of the social safety-net programmes and problems being faced at the grassroots level in the process.
They also discussed about services and facilities being provided to the poor under the ongoing social safety-net programmes from the Social Service, Women Affairs, Agriculture and other related government departments.In the concluding ceremony, the speakers called upon the union parishad chairmen and members for ensuring proper selection of beneficiaries for the government’s social safety-net programmes with utmost sincerity, accountability and transparency.They stressed enhancing government’s budgetary allocation for the social safety-net programmes and suggested for increasing capitals of the union parishads to extend more assistance the poorer section people in improving their socioeconomic conditions. -BSS, Thakurgaon
