Saudi Arabia Introduces New Licensing for Hajj Accommodations



Saudi Arabia’s Ministry of Hajj and Umrah has launched a new licensing system for pilgrim accommodations in Makkah and Medina ahead of the 2026 Hajj season.

The licences will be issued through the Temporary Hostel Licensing Service, developed in collaboration with the Ministry of Tourism and the Ministry of Municipalities and Housing.

Applicants must register via the Nusuk Masar platform to qualify for leasing pilgrim accommodations. Licences are to be obtained through the Ministry of Tourism’s electronic platform, in accordance with approved requirements, before the contracting period closes on February 1, 2026.

This system does not apply to hotels that already hold year-round licences from the Ministry of Tourism.

The new temporary hostel licensing system aims to enhance service quality, streamline bookings, and improve the overall Hajj experience in Mecca and Medina. By integrating licensed accommodations with the Nusuk platform, it ensures coordinated bookings, increases hospitality capacity, and provides a safe, organised experience for pilgrims.
