
He said the implementation of the charter would further strengthen the foundations of an accountable and democratic system of governance in the country.
Ali Riaz made the remarks as the chief guest at an exchange meeting titled “Public Awareness Campaign on the Referendum–2026”, held at the Senate Building of Rajshahi University (RU).
He said Bangladesh’s youth have continued their struggle to ensure that future generations can live in an accountable democratic state system, describing the upcoming referendum as an important part of that ongoing effort.
“There is nothing in the referendum that ordinary people will fail to understand,” he said, adding that the public is prepared to vote “Yes” in the referendum.
Ali Riaz said that if around 150,000 university-level students in the Rajshahi division campaign in favour of the referendum over the next seven days and take responsibility for mobilising “Yes” votes, it would have a significant impact.
He also said the Public Service Commission (PSC) must be made independent within the constitutional framework through the referendum to ensure equal opportunities in government employment.
At the same time, he alleged that over the past 16 years, the Anti-Corruption Commission (ACC) had been used as a tool to suppress opposition parties, stressing that implementation of the July National Charter is essential to establish an independent and effective ACC.
Calling on all concerned to carry out the campaign with a sense of duty and responsibility toward those who lost their lives in July, Ali Riaz said people should act on their own initiative rather than waiting for government directives.
Teachers and students of the university, representatives from various professions, and referendum campaign workers attended the meeting. The objectives, significance, and potential impact of the referendum were discussed, and participants were urged to play an active role in raising public awareness.
Rajshahi University Vice-Chancellor Saleh Hasan Naqib, along with teachers, senior administrators, RUCSU representatives, and students, also spoke at the event.
