ACC Seeks Recruitment, Promotion Records From Asif’s Tenure

The Anti-Corruption Commission (ACC) has sought information and documents related to the recruitment, promotion and transfer of officials and employees under the Ministry of Youth and Sports during the tenure of former adviser Asif Mahmud Shojib Bhuiyan.

The commission has also sought records related to the assignment, cancellation of assignments and postings of 38 upazila youth development officers.

In a letter signed by ACC Deputy Director and investigation team leader Md Zahid Kalam on Thursday (September 3), the ministry secretary was asked to submit the requested information and documents by September 10.

The letter said a four-member team had been formed to investigate allegations of corruption and irregularities against Asif Mahmud, former Youth and Sports Ministry Secretary Md Mahbub-ul-Alam, former Joint Secretary Sheikh Mohammad Zobayed Hossain and Deputy Secretary Md Masum Ahmed.

As part of the investigation, the ACC sought several categories of records, including documents on recruitment, promotions and transfers carried out during Asif Mahmud’s tenure. It also requested certified copies of transfer-related documents issued on the basis of memoranda from the Ministry of Public Administration dated May 7, 2025, and April 18, 2026.

The commission also sought certified copies of documents concerning the assignment, cancellation and posting of 38 upazila youth development officers under three specific memoranda. In addition, it requested certified copies of the personal records of several assistant upazila youth development officers working at the field level.

The investigation team asked the ministry to provide relevant rules, regulations and supporting records along with the requested documents.

The ACC launched a formal investigation against Asif Mahmud and the three officials on Wednesday over allegations of corruption and irregularities in recruitment, transfers, promotions, tendering and procurement.

According to allegations cited by the ACC, Tk 76 lakh was allegedly taken in connection with the cancellation of the current-charge assignments of 38 upazila youth development officers and their subsequent postings. There are also allegations of Tk 1.5 crore being taken for the promotion of 150 assistant upazila youth development officers and around Tk 2 crore for their preferred postings after promotion.

Asif Mahmud has denied the allegations and called for the ACC to withdraw its statements concerning the case. He has also warned of legal action if the commission does not withdraw its remarks within 24 hours.
