ICG Urges EU to Strengthen Dhaka-Delhi Ties

The Brussels-based International Crisis Group (ICG) called on the European Union (EU) to prioritize improving relations between Bangladesh and India, stressing that European diplomats should encourage New Delhi to reconsider its close alignment with Bangladesh’s Awami League (AL).


According to ICG, the EU should urge India to move away from its current stance, as its perceived failure to support the interim government in Bangladesh is fueling anti-India sentiment and harming long-term regional stability.

“Relations with India remain strained, and the return of Rohingya refugees to Myanmar seems unlikely in the near future,” said Thomas Kean, ICG’s Senior Consultant on Myanmar and Bangladesh.

ICG also recommended that the EU advise Dhaka to avoid exacerbating anti-Indian sentiments while addressing Indian concerns, particularly by ensuring that Bangladesh upholds its legal obligations for bilateral projects initiated under the government of Sheikh Hasina.

The organization highlighted the need for continued EU support for the Rohingya crisis response. Despite being one of the largest donors, EU funding has been declining, and the UN’s 2024 response plan is only 56% funded. This trend could worsen with expected cuts in U.S. aid, making European contributions crucial.

In addition, the ICG urged the EU to increase efforts to resettle more Rohingya refugees, especially as the U.S. plans to reduce its intake of refugees. It also recommended that the EU collaborate with Dhaka to foster self-reliance among refugees and reduce the cost of providing essential services.

The ICG also emphasized the importance of EU support for Bangladesh’s upcoming high-level Rohingya conference and encouraged stronger engagement with the Arakan Army, which is now a key player in any repatriation discussions.

Each year, the ICG publishes an "EU Watchlist" highlighting regions where the EU can play a key role in advancing peace, with this year’s list including Bangladesh, along with countries like Moldova, Colombia, and Syria.
