US President Donald Trump has moved to block $5 billion in congressionally approved foreign aid, raising the risk of a federal government shutdown as Democrats oppose the decision.
In a letter to the House of Representatives, Trump stated the cuts “affect programs of the Department of State and the United States Agency for International Development (USAID).”
Since taking office, the Trump administration has significantly scaled back USAID, the main US foreign aid agency. Founded in 1961 under President John F. Kennedy to extend US influence in the developing world, USAID has seen most of its programs cut under Trump’s second term.
The downsizing follows a broader campaign by Trump to reduce the size of government and roll back key federal programs.
Democrats have warned that attempts to reverse congressionally approved funding could derail negotiations and trigger a federal shutdown after September 30.
